About the EC8 Silver
The Eastern Caribbean 8 Silver Programme
The EC8 is a bullion coin programme unlike anything else on the market. Eight Caribbean island nations that share the Eastern Caribbean Dollar (XCD) each release a unique silver coin design annually, produced under contract by Scottsdale Mint in Arizona and authorised by the Eastern Caribbean Central Bank (ECCB). Since 2018, the programme has generated over 200 individual coin releases across seven annual cycles, creating a depth of variety that single-design annual series cannot match.
Each coin is 1 troy ounce of .999 fine silver with a face value of $2 XCD, genuine legal tender in all eight ECCB member territories. The participating nations are Anguilla, Antigua and Barbuda, Dominica, Grenada, Montserrat, Saint Kitts and Nevis, Saint Lucia, and Saint Vincent and the Grenadines. Designs reflect local wildlife, culture, and heritage: Dominica features its national bird, the Sisserou parrot; Grenada depicts coral reef scuba diving scenes; Antigua and Barbuda has shown rum runners and frigatebirds.
Mintages of 25,000 per silver design place these coins in the semi-numismatic category, collectible enough to hold a premium above generic bullion yet liquid enough for silver stacking. The proof-like finish and protective capsule packaging give the coins a presentation quality above standard bullion strikes, without the price tag of full proof issues. Scottsdale Mint's lion hallmark on each coin is a recognised mark of quality in the US bullion market.
The ECCB is one of only four currency unions in the world with a shared central bank and common currency, alongside the Eurozone and two CFA franc zones. The XCD has been pegged to the US Dollar at a fixed rate of XCD 2.70 = USD 1.00 since 1976, making it one of the longest-standing currency pegs in existence. This institutional backing gives the EC8 coins a credibility that purely private-mint rounds lack.

A complete annual bullion set consists of eight silver coins and eight gold coins. Coloured proof variants with selective hand-painted highlights are also produced at much lower mintages (500 per silver design, 100 per gold design), boxed with certificates of authenticity. The gold bullion coins are struck in 1 oz of .9999 fine gold with a $10 XCD face value and mintage of 2,500 per design, packaged in Scottsdale Mint's serialised Certi-Lock tamper-evident holders.
EC8 Silver Tax Treatment by Country
All EC8 silver coins are legal tender in the eight ECCB member territories, but their tax treatment varies significantly by the buyer's jurisdiction. The $2 XCD face value (approximately $0.74 USD) is purely nominal relative to the silver content.
- United Kingdom: EC8 silver coins are subject to 20% VAT on purchase. The coins are not UK legal tender and therefore not eligible for CGT exemption. Only coins issued by the Royal Mint as UK legal tender (such as the Silver Britannia) qualify for UK CGT exemption. Silver coins can be purchased through VAT-free vault storage schemes where the metal remains stored offshore, but this means forgoing physical possession.
- United States: No federal sales tax applies. State-level treatment varies, with approximately 35 states fully exempting precious metals bullion from sales tax. The .999 purity meets the IRS Section 408(m) threshold for silver in precious metals IRAs, though EC8 coins are from a non-standard issuing authority and specific IRA custodian approval should be verified before purchase. Capital gains on disposal are taxed at the collectibles rate of up to 28% for holdings over one year.
- Canada: GST/HST exempt for investment-grade silver bullion at 99.9% purity or above. The .999 purity qualifies. No special exemptions for capital gains; the standard 50% inclusion rate applies.
- Australia: GST-free as investment-grade precious metal, provided purity is 99.9% or above and the product is in a tradeable form. The .999 purity meets this threshold.
- European Union: Silver coins are subject to local VAT rates ranging from 17% to 27% depending on the country. Gold EC8 coins would qualify for VAT exemption under the EU Investment Gold Directive. The margin scheme (reduced effective VAT) may apply in Germany and the Netherlands for pre-owned silver coins purchased from participating dealers.
- Singapore: Qualifies as Investment Precious Metal (IPM) for GST exemption, given .999 purity and legal tender status. No capital gains tax applies.
- Hong Kong: No sales tax, no import duty, no capital gains tax on bullion.
EC8 Silver vs Other Caribbean and Collectible Bullion
The EC8 programme occupies a distinctive niche: legal tender silver bullion with enough variety to sustain collector interest, but priced close enough to metal value for stacking purposes. Comparing it to alternatives clarifies where it fits.
Against mainstream sovereign bullion such as the Silver Britannia or Silver Maple Leaf, the EC8 coins carry higher premiums per ounce but offer genuine legal tender status from a recognised central bank. Liquidity is lower; major sovereign bullion coins can be sold to any dealer worldwide instantly, while EC8 coins may require specialist or US-focused dealers. For buyers who prioritise minimising cost per ounce of silver, the Britannia or Silver Philharmonic will consistently beat EC8 on premium. For buyers who want legal tender silver with collectible variety, the EC8 offers something those mass-production series do not.
Other Caribbean bullion programmes provide a more direct comparison. The Cayman Islands Marlin and the Barbados Trident are both single-design annual coins, meaning each year produces one reverse for the entire programme. The EC8's eight-nation structure creates eight times the variety per year, which appeals to completist collectors but can feel overwhelming for newcomers. The Barbados Trident has gained a following for its Scottsdale Mint pedigree and Caribbean theme, but it lacks the cultural breadth of the EC8's nation-specific designs.
Scottsdale Mint's own proprietary products, such as their stacker bars and the 1oz Roaring Lion Silver Coin (which is itself part of the EC8 Niue programme), are not legal tender bullion in the same way. The EC8 coins carry ECCB backing and genuine face values, giving them a different market position from Scottsdale's purely private-mint offerings. The 25,000 mintage per design strikes a balance between the unlimited runs of major bullion coins and the sub-5,000 mintages typical of pure numismatic issues.
